- IIP-004: Core kernel and protocol crates is Bounded preview in Built substrate with scope: Reference Rust consensus and receipt-verification primitives; this is not an IOI L1 deployment.
- IIP-026: AFT formal verification and simulations is Active implementation in Horizon 0 — contract convergence with scope: TLA+ formal models, traces, and devnet-style simulation of AFT consensus assumptions.
