One policy governs the coding-agent harnesses people already use (Claude Code, Codex, OpenCode, Gemini CLI, or any CLI with no hooks), on hosted or self-hosted models, local ones included.
Where it stands
Partly built: harness adapters are being wired one by one, and local models run through Ollama and OpenAI-compatible routes.
What has to be true next
The harness conformance suite passes for all five on at least three model providers, and equivalent requests get the same decision on every harness.
Status
Active implementation in Horizon 0 — building the governed core. Implementation is underway and has current code anchors, but the stated scope is not complete. Horizons order work by evidence, not by date.
